Wally Goulet is General Counsel for NISC, and has represented telecoms and utilities since 1982. He joined NISC in May 2002 after working for Basin Electric Power Cooperative, Bismarck, N.D., as Vice President of Government Relations where he was influential in state and national legislative efforts involving the electric industry. Goulet received his Juris Doctor degree from UND Law School, Grand Forks, N.D., and also holds a Bachelor of Business Administration degree from the University of Notre Dame.
